1995 Chevy Truck 4wheel drive

When I pull the transfer case shifter from 2wheel to 4 wheel, the front axles don't engage. Was told the actuator tested bad. Where is actuator located and does it lock in the front axle?

I believe it is located on the top portion of the transfer case, and yes it can cause the problem. It allows vacuum to go to the fron axle and engage the 4wd.
