2003 Chevy Trailblazer Check engine light

The check engine light is always on but when I go over about 30mph it starts to blink on/off. Other than that the car seems to be fine.

Don't drive it like that. Damage to the converter will result if it already hasn't.
Either get it to a shop and get it diagnosed or get the code and post them if you are able to do testing yourself. You probably have a rich condition that is allowing raw fuel to burn in the cat.

To be blunt, I don't know anything about cars and do not want to get taken advantage of. What would be the next step for me. I am trying use this car as a trade in and need to get as much as I can. I guess I need the problem and what I should do next in more laymans terms.

IF you want it fixed first, then take it into an auto repair shop that is capable of repairing it.
I would suggest calling a couple shops from here and discussing it with them or make an appointment.

Expect to pay an hours worth of shop rate or so for troubleshooting. If you want to post what they find we can help to interpret or give our opinion as it goes along. No doubt there are bad people in this industry, but many are not.

There is something causing a rich mixture that is melting down the cat is what it sounds like to me.
It will create a second problem if it is not addressed.
