1998 Chevy Tahoe battery light flickering

Recently, the lights in my truck started flickering/surging (almost like a power surge). Two days ago it would not start. I changed the battery and got it to start. When at an idle the in dash volt meter shows around 14.5 volts, but the needle "jumps" in line with the surging as well as the flickering of the battery picture in the left of the dash panel. Eventhough the alternator appears to be working properly, could that be causing the problem, or could it be something as simple as a loose connection on perhaps the starter?

Could be a loose connection or ground issue, but I would test the alternater independent of the truck gauge. The surging may be the source of the fluctuation if the engine is losing rpms.
