My speedometer recently and intermittly started not working ex: shows I'm doing 65 when only going 25,
also when idleing it flutters and feels like the car is going to die, sometimes when this happens the lights in all of my instrument panel dims. Does this sound electrical? My husband replaced the fuel filter
that is in the front of the car, when problem first started and I started using non-ethanol gas. But at the time the lights were not dimming when the fluttering would occur. Any thoughts on what this could be?

Sounds electrical. Tell him to bring the vehicle to your local auto parts store and have them check the electrical system: battery, starter, and alternator. Most places will do this for free. Report back what you find out.

Has the car EVER had periodic preventative maintainence? (Spark plugs, air filter)
Are you sure he did a FUEL filter? (They're not "in the front")

The air filter is changed regularly, spark plugs could be changed soon. There is a fuel filter "in the front" it is under the driver's seat.

Ok - I guess that's "front". To moniter fuel pressure would be a good start - pump starting to fail?
