I can't get my hubcap on!

Ok. Yea I'm an idiot but I can't seem to put my hubcap back on my '95 cavalier. It's not like I've never put one on before, but I just can't get this one for some reason. Is there some kind of trick or something?

Are there threads exposed on the nut? Plastic cap on the cap? IF not describe it,
If so, take the nuts back off, put the cap on, then the nuts.
