Only one wipper works

I have a 2001 monte carol ss and went to clen the window off of ice and snow but the wippers were frozen down with ice, so I turned the wippers off then clened the snow off them. How the drivers side works but the other one wont work at all thanks for the help!

Its probably striped-try tightening down the nut on the end of the arm.
