2004 Chevy Monte Carlo cold air

With the heater on and the fan on high it blows cold air. The engine temp. Is agout 180' the lower heater hose is hot and the uper hose is cool. Is there a switch. Or valve not opening?

Works decent untill high is turned on? Does temp go up if you let the fan stay off then turn it on or stays same temp until you turn on high?

Are you talking bout the lower and upper radiator hose or the lower and upper heater core hoses.
