I have a 97 monte carlo I have at least two dead cylinders number 4 and 6. Have not checked back cylinders. I have spark to all cylinders removed front valve cover started engine and the valve springs or rocker arms are not moving on cylinders 4 and 6. Tested those two cylinders to make sure valves werent bent they both held air. Do I have a broken camshaft or failed lifters?

That is a good question. Can you see the cam? To me it sounds like you took the lobes off the cam. That could by why the lifters are not moving. If the others are, then it isn't the cam.
