The sytem is charged with freon.
but the clutch on the front of the compressor won't lock in. I have checked all relays and fuses, that I can see what is my next step?

I had a problem with the AC heater control on the dash. Mine was gone and no power was getting to the compressor. The mechanic by passed the control and it worked fine.

Got a used AC heater control from wrecker and my AC was golden again.

I agree. I think it is time to chase some wires. It is gonna be expensive to start replacing clutches, however it may come to that. A air conditioning guy can probably have your problem diagnosed real quick, and save you a huge chunk of time.
But if tinkering is what you do, give me the make model, engine design and year of the lumina and I will see if there are a few things to check.
