1996 Chevy Lumina cooling fan

I have 2 fans on the radiator. One comes on when the AC is running. The other does not come on, even when the car gets hot. I know the sensor is giving me readings on the temperature gauge, and I have checked the relays by swapping them out. I have tested the fan motor by connecting it directly to the battery (it works fine)but the fan will not come on. Any suggestions?

I would check fuses and wiring
Recheck fuses
check fuse #1 its 60A if fuse OK check red wire at the relay #1 hot all the time

check ECM fuse 15A hot when engine running pink wire at the relay #2
check ECM battery fuse 20A hot all time orange wire at the relay #1
check fuse #3 60A also red wire at relay # 2
DK GRN is ground command from the PCM
