1992 Chevy Lumina Shift Hesitation

This just started yesterday. When it shifts out of 1st, there is a 2 second hesitation. No acceleration at this time. Once it shifts, it doesnt do it again for 3rd/4rth.
I did find a snapped vacuum connector mounted in the firewall right in front of the steering wheel. I fixed this best I could, the hesitation isnt as bad but is still present.
does the transmission have a vacuum line? If so, why would it only affect 1st gear? It still has plenty of power, its just the 2 second delay when going into 2nd it looses a lil bit of power. Any ideas guys?
btw, the vac line is directly behind the brake booster vacuum hose "a fairly big hose" which makes it hard to get to. But is still doable.

Can the tps be sending incorrect signals to the ecm? It only does this when im hard on the throttle. Seems non-existant at slower acceleration. What else can cause this issue?
