Welcome to the forum. Didn't see 82 Lumina, so I looked at 92, 3.1 L. The filter location shows to be under the vehicle, driver side, in front of gas tank, probably mounted to chassis. How long since a tune-up? Are there any trouble codes?

Did you visually check for spark at the plugs, engine cranking? Key on, no crank, can you hear the fuel pump run for a few seconds? Even if you can hear it, you still need to use a gage and check fuel pressure. Some of the national brand autostores used to loan out a fuel pressure gage.

On this vehicle, it is either, in the rear of the car, underneath, near the gas tank, or on the passenger side of the car, underneath, about midway of the car, you can by pass it, but it will cause you to have to do some cutting and splicing, you might as well buy a new one, its very inexpensive, should be able to get one for under ten bucks
