The driver side Wiper is stuck in the up position Is this a common problem with the Impala?
How do I fix it?

It's not necessarily a "common" problem, but it does happen.

Does that wiper work at all? If so, does it just stop half-way up? Or does it not work at all?

If it doesn't work at all, then it's that motor has failed, or the wiring/connector is broken/corroded. If it does work, but stops half-way up, then your wiper mechanism may be jammed by a twig or rock.

If you pop the hood, take a look and move the arm manually while looking for a cause. There'll have to be a reason why it's jammed, you'll just have to find it.
