2003 Chevy Impala decrease speed of vehicle

2003 Chevy Impala Front Wheel Drive Automatic 92,000 miles

We just purchased a 2003 chevy impala with a 3.8L motor. This car has an interceptor pkg on it. It was a police car. The car speed goes above 140miles/hr. We wanted this for our 17 year old son but I would like to reduce the speed that this car will run. Is there a way we can do this? And can we do it ourselves?

There may be aftermarket kits available from a performance place. Not sure on that. Maybe the throttle could have a govenor of a sort put on it at the throttle body.
