2002 Chevy Impala Wipers

The wiper on the passenger side starts to move and then about 30 seconds or less while drive, its drops back down and then moved up a little. Continues to move a little and then stops completely. I changed the wipers, but that doesn't help. The left wiper is still not moving now and I think its unsafe. Can you let me know how to fix this?

At the base of the wiper arm where it connects there is a little black cover that is plastic, pry it off and tighten the 13mm nut that has loosened. Also check drivers nut for tightness, they loosen up all the time. I hope this helps.

Its also at the base of the drivers side wiper arm.
