My steering is tough at low speeds and brake are feeling funny, like the power brakes system isnt working.

You may have the hydraulic booster and your pump may be going out. That runs the steering and brakes. You'll have to have the pump checked for pressure You could have a loose belt as well so you'll need to check yoru tensioner as they can freeze up and not keep the right tension on the belt to run your pump as well.
