Dead Battery

I have a 1987 Corvette Coupe with 151,000 miles on it. Engine has been rebuilt with many other system. My question is my battery has a draw on it which drains the battery. After charging the battery and pulling fuses we have found that the IPC (5amp) fuse when pulled the draw on the battery disappears. This is with the key off also. Can the solid state dash system be the culprit of drawing this power. All the lights and instruments work find when driving. The engine service lights will come on every so often and having he mechanic check this out.

Electronic instrument clusters are complex beasts and a internal short will easily cause your problem, you can have the cluster checked for faults and they can often be repaired easily. Get the engine check light looked at as well, but I don't think that they will be related.
