1989 Chevy Celebrity Slipping

I have been reading about erratic speedometer readings causing transmissions to shift incorrectly. It seems that my car is doing the same thing. Most of the time the speedometer never works, but when it does thats when I notice the problem, and a crackling sound on my AM radio like a short or something. Could this be due to a faulty VSS on the transmission? What is your estimated cost of repair?

The repair (replacing the VSS should be no more than 1 hour, most shops have a minimum charge).

So, cost of part and 1 hour labor.

It is on the pasengers side, to the left (looking from front of car down) on the trans.
