Fan speed 1 and 2 not working

My Cavalier is a 1998 LS with 101000 miles. Only fan speeds 3 and 4 work. Speeds 1 and 2 don't work at all. What could be the possible reason(s)?

Its your resister. Behind the fan.2 screws holding it in. Looks like it is in the duck work. For me I layed the passenger seat back, and layed upside down to get at it. It cost around 35 bucks.
