2002 Chevy Cavalier Idles low and hesitiates at crusing spe

When coming to a stop, engine warm or cold, the car will all of a sudden idle to about 400 rms and jump back up to normal. It has never stalled before. Also, when cruising on the interstate, while using cruise control or not using it, it will act as if it is struggling to find gas (pulsates). Fuel pump, fuel filter, spark plugs, had been replaced about 15,000 miles ago. PCM states EGR problem. I am thinking vacuum leak. Thoughts?

I forgot to mention that Cavalier ecotec engines do not have an egr valve. So it must be a vacuum leak?

No I live in Florida. I am sorry but I forgot to mention that I replaced the fuel pressure regulator also due to the bad egg exhaust smell. It is still there though.
