Engine Cooling problem
1996 Chevy Cavalier 4 cyl Front Wheel Drive Automatic 130k miles

My car will run at a high temp within 5 min of driving. I have replace the water pump, the radiator cap, the thermostat twice, and have had the radiator flushed all within the last 6 months, but it still overheats. I checked the oil and it looks fine no sign of a cracked block. I noticed that there is smoke/steam coming out of the radiator when I open it.

I bet you have a bad head gasket. Cavaliers are known for these anyway. The smoke that you see is exhaust vapors comming through the bad gasket into cooling system.

Yea I took a look at it and sure enough it was a head gasket
