Shifting problems with 87 Iroc Z camaro

My problem is that the car is not shifting into the forth gear i believe and also then im not for sure if the lockout on the automatic is working or not. Also from time to time the check engine light comes on but it seems as though the transmission always not shifting when it should. At 65mph the car is running around 2250RPM and that seems awfully high. I was wondering what it should run at 65mph. Also i was wondering what my problem might be and how i can correct it. I have been told by the previous owner that the problem was a plugged vacum line but he never found where. I was then told by my mechanic that he thought a vacum line would have nothing to do with it and he wants to adjust the cable that goes from the transmission to the throttle cable. The previous owner claimed he had this adjusted. How can i find the problem, what could the problem be and then how can i correct it.

Would really apprectiate it if you could help.

The cable that goes to the throttle is the detent cable and it's job is to kick down the tranny to second gear under heavy throttle...
