put new plugs wires dist and rotor on car stalls out when slowing down or at a complete stop acts like its flooded when trying to restart. What could be the problem could it be the speed sencor

Welcome to the forum, if your fuel injected, I'd take the throttle-body off and clean it. Also check for codes?

Cleaned thottle-body new gasket and checked codes only code found was 24 speed senser any other ideas

Usually if the problem occurs when braking, it's an idle air issue, closed throttle. The vss can effect idle air control. I think your headed in the right direction. Have a good day.
