Is this a stop light switch problem?

Currently the exterior brake lights of my 2001 Blazer stays in while driving and the drive behind does not know when I am stopping. Is this a stop light switch problem? If so how do I replace the stop light switch?

You'd have to test it but it's most likely a bad brake light switch. It's located under the dash at the brake pedal.
