1999 Chevy Blazer Chevy will not turn over

I changed the ignition coil module and coil the alternated is good and the starter is only 3months old. The problem I'm havin is that when I turn the ignition the voltmeter will drop I put a new battery in and still won't turn over

How low does the volt meter drop? Do you hear any ckicking?

Something tells me your new starter is bad. Have a helper turn the key to the start position while you check for voltage to the smaller wire on the starter. You should be getting 12+ volts. If you are, replace the starter or at least remove it and have it bench tested.
