1996 Chevy Beretta #9 fuse Keeps blowing

The #9 fuse keeps blowing everytime I turn on the Heat or AC, disabling the gauges. However the fan still runs. I was thinking it could be the heater or the ac, but it blows the fuse with both. It's about winter here in the PNW and I am gonna need my defrost. But if I try to use it the 20amp #9 fuse blows.

There are about 20 circuits, that get voltage from that one fuse. Like hunting a needle in a haystack. You might get the codes checked, both generic and manufacturer specific. See if anything jumps out.
