2000 Astro ABS issues

Hello, I have a 2000 astro with 140,000 miles. At apx. 8 miles per hour under light braking, the abs system activates. I have replaced front rotors and calipers(the calipers were"hanging" up). I have also bled the entire system, via vaccum. I am guessing that one of the front wheel sensors is defective, but the abs light on the dash is not on. When I test the wheel speed sensors, how much a/c voltage should they generate? What type of reading would I get on a bad one?

[Hi Adams I have seen this alot there is rust built up under your front abs sensors. There is to much air gap, you need to get the sensors out and clean the surface, sometimes the sensor are seized in and are hard to get out and may break off and need to be replace
