Catalytic converter performing below threshold?

My car has had its check engine light on for the catalytic converter performing below threshold. The car has two exhausts and the exhaust on the right side of the car is performing just fine, since it’s been cold out, I can see the right-side exhaust is emitting exhaust while the left side just isn’t putting out as much. I’m thinking the left side exhaust has something clogged in it somewhere and that is why it is performing below threshold. Do you think this could be the case or is it something more than that?

It does sound like the left side could be clogged but keep in mind that the steam you see can be because of the condensation and the right side could have built up more which causes the steam, to tell for sure let's use this guide below which will tell you be the temperature which is a true test.
