Some times the car will start fine and other times nothing not even a click, but all the lights work. Had the starter tested three times, working fine. Battery good and connections good.

Still could have a bad starter those Saturn starters can be very intermittent. I had one that like every two months would not start turned out to be a bad starter. Just because it tests good even one hundred times does not mean it is not bad. I have seen so many of those starters intermittently not start, that is pretty common for them. Usually the starter solenoid does the intermittent no start. They will be silent when they do not start. The way I usually figure out its the starter is when it does not start I hold the key in the start position then tap on the starter if it starts bad starter.
