Pass key system

I shut my cad off and it wont start. It says wait three minutes and try again and it still wont start. It has to do with the ignition key because of the chip. Is there someway to by pass this?My car is a 1990 seville. Its the pass key system. Any help would be appreciated. Ty.I have even tried the other keys and they all do the same thing nothing. Everything lights up on the dash but wont start. Has a new battery.

The Ign switch is bad, has to go to cadillac to repair, have to reset up the alarm with new lock cylinder in the insterment cluster ( speedo housing )
