1999 Cadillac Deville fans wont work

I have a code p1660 is the relays the cause of the problem and do I have to replace all three or is there a way to tell which one is bad

Hi charles h, Welcome to 2carpros and TY for the donation

Could be the engine temperature gauge switch sender, coolant temperature sensor, relays and the computer.

Get A DVOM To check the relays you have to measure the coil side for resistances which is normally 60-80ohms and switch side would be infinite. If you have AC turn it On-is the AC condenser operating if not were back to relays and the computer-I doubt both fan motor is defective

The temp guage is working when driving its in the middle but just sitting idle it rises about 20DEG. Where is the engine guage switch sender located? I tested the fans and they work.

Test the coolant temperature sensor on right rear of engine below the EGR valve.
