RPMS VARY AT IDLE AND DRIVING DOWN ROAD. HAD THROTTLE POSITIONING SENSOR REPLACED. PLUGS REPLACED. CRUISE CONTROL DISCONNECTED. IDLE AIR CONTROL VALVE REPLACED. FUEL FILTER REPLACED. ENGINE STILL RACES UNEXPECTEDLY.

It needs to be scanned to determine if the idle air control valve is being commanded open. Could be a faulty ecm, or response to a faulty input that would result in idle being commanded high.
