1990 Cadillac Deville V8 Front Wheel Drive Automatic 170k miles

Recently had a job done on my vehicle to fix the idle control system because my check engine light was reading a bad idler. So I got that fixed and my car ran a little better for maybe a week and a half until the check engine light came on again- Ive been riding with the light back on for a couple of weeks until my car finally gave up on me.
When I was leaving work the other day, I noticed that my car was idling very low so I took it straight home, turned off the car and waited til the next day because its been really cold the last week and raining a lot. So after it cleared up and was a little warmer outside, I tried to start the car and got no turnover (car would gives signs as if it didn't have any gas while I turned the key). So I called my dad and we put a little bit of gas directly through the throttle plate and turned it over, but the car would still idle very low (shaking) until it died again after about 10 minutes. Since its been warmer, the car has been starting but it sounds to me that it isn't getting any fuel to the engine. I was told maybe a bad Fuel Pump-
I experienced a similar problem before when I first got my car. It would cut off on me while I was driving and I replaced the fuel filter and been driving ever since until today (almost a year and a half). Very sure it has to do with the fuel system but Im not sure how to go about it. I did do a electronic read through my cadillac (on the climate control system) and got the following codes:

Can someone please translate these codes or provide me with a list-

I found the readings to the two codes:

E30- ISC RPM out of range
E99- Cruise Control Servo Applied, Not in Cruise

What does the E30 reading mean "Idle Speed Control RPM out of range?" It would make sense seeing how I had just had my Idler replaced but Im not understanding the RPM out of range part? I found a part online for an ISC Actuator on the Autozone website- could that be considered, or is it a tuning issue?
