1991 Buick Regal wont shift from 1st gear

Transmission problem
1991 Buick Regal 6 cyl Front Wheel Drive Automatic? Miles

we are having problems with the car shifting from 1st gear. It starts and runs fine with no noises but wont leave first gear. It just keeps shooting the rpms up and wont go past like 35 mph. What could cause this? We checked the transmission fluid and its fine

If I recall correct
it has a module on the side of the tranny
check it and check its vacuum source

Today we changed out the modulator and still nothing

[possible :
1- a loose or missing accumulator bushing
2 - tranny valve body

you may have to drop tranny pan and inspect for metal shaving
possible tranny rebuilt
may be wise if metal found in pan
