1994 Buick Park Avenue A/C compressor engages & dise

A/C cools great. When using, compressor
makes clicking sound. Compressor is clicking
"off & on" continually when using A/C.
I can see compressor engaging "off & on".
I also have same problem when using heater.
Great heat. But compressor is engaging.
"off & on". Do I have a switch problem?

Either you don't have enough refrigerant, or one of the switches is bad
