Do I have to replace both the brakes and the rotors at the same time

So I just started hearing a grinding noise and I know that means brakes. Do I have to replace the pads and the rotors at the same time? I am getting ready to move and cannot afford much.

For now you could just replace pads if the rotors are just a little scraped up. But I would keep an eye on the brakes.
