Cannot get new brake pads over old rotor?

Can't get new brake pads over old rotor? Do I need to replace the rotors? I did hit a roo on that side.

Did you retract the brake caliper all the way until it stopped? Here is a video to help, can I ask if the brakes you are replacing are front or rear?
