Mark, the instructions you presented are correct for the ignition switch (the electrical part) The lock cylinder requires a special tool(it looks like a short piece of stiff wire with a plastic handle) that is inserted into a small orifice to retract the locking tooth, the key needs to be inserted and the lock turned about 30 degrees to get the tool in.
