While attempting to tighten the negative battery terminal, the positive terminal arced on the metal bar in the engineering compartment

Now, it will start, run and drive, but none of my lights (interior, brake, turn signals), except my headlights work. I have no radio, instrument cluster lights, no gauges and no heating/air.
I have checked all the fuses and none are blown. If it is the BCM, should I buy a used one or spend the extra $100.00 and get a new one?

This could be a problem with your vehicle's fusible link 2. In the diagrams down below I have included the first page of your vehicle's Power Distribution wiring diagram, which shows this fusible link, as well as a guide on how to check a fusible link in an automobile. Please go through these guides and get back to us with what you are able to find out.
