95 Legend idles up and down when engine is cold

My 95 Legend started to idle up and down when the engine is cold. Once the car warms up, the idle is perfectly fine. It feels like somebody is revving up the engine intermittently when I start it up in the morning. It does not cause any problems when the engine is warm. Could I have air in my cooling system? I would appreciate any help PLEASE. Merry Christmas and Happy New Year to ALL.

Simplest is the air in the system. Open a bleeder when the engine is good and warm. Let out the trapped air or steam. That should help.

Another item could be a vacuum hose leak, check the EGR valve and make sure that the valve is not stuck and moves freely.

The IAC (Idle Air Control) valve is another item that can be at fault. It can be taken off and cleaned. There are screens inside and the coolant flows through it. Clean it well.

See how those things go and if you fix it great, if not get back on and we can go through some other possibles.
