1998 Questions for all other cars 60000 miles

have a rover 416 - 1998. My fan switch does not work on 1 and 2. It only works on the 3rd and the 4th switch, which are the highest.
so can help me with whats wrong with and help me fix it if possible. Thx.

Replace the resistor. Located on the blower motor housing !
