1995 Tercel DX - Screeching noise coming from under hood

I have a 95 Tercel DX with 130,000 miles.

It now has an interesting screeching noise coming from under the hood.
After searching for the noise origin, I found that it was coming from the belts (or the belt wheels) on the passanger side of the engine. I've also noticed a small amount of liquid coming from the same side of the engine.
All fluids check out ok.
Does anyone know what is making this noise?
What can I expect to happen if this continues?

A set of belts is in order. What color is the liquid thats leaking?

The liquid has since dried up, now.

Its black and thick.

The screeching noise has temporarily stopped. But just in case, i'll replace the belts.
Maybe even apply/disapply some tention on them too with the tentioner.
