1995 Prelude idles rough and dies REALLY ROUGH!

Hi, I just bought a 1995 Prelude SE h23a1 engine with 100k miles. The guy I bought it from said he drove it down a flooded street and the water almost came up to the top of his tires, the engine stalled but he was able to start it right back up and it continued to run fine for a week. Then one day it just wouldnt start, it would only click. I charged the battery, changed the spark plugs, changed the oil and oil filter which got the car running but it runs really rough, I mean really rough it vibrates the entire car and will not idle without giving it gas to keep it alive, I don't hear any knocking or clanking coming from the engine so I'm thinking it could be the distributer cap/wires or the timing? If anyone has any suggestions please let me know!

When you hydro-static lock a engine it does major damage

Since I posted that message I replaced the distributer cap and rotor and that didn't do any good, so I checked the compression, #1 cylinder has 0 #2 has 185 #3 has 195 and #4 has 185 I also tried scraping the piston with a coat hanger to see if I could feel any holes in the piston, I know thats not a very effective way of checking but I couldnt find any holes. I'm assuming that it's probably a burnt out valve? If the rings were shot it would still have some compression, right?
