1975 Questions for all other cars 75 internationa Scout II

In short.
Tried to jump start. Poliarity was reveresed. Melted hot wrie that runs from starter to inside the dash. Replaced that FUSEABLE wire with new wire. Still wont stat. Battery will charge and I can make the starter turn by crossing the two terminals. I can only guess that is has to be in the ignition. Have tried to get the steering wheel off to replace anything I see but I cant get the wheel off. Have rented a pull tool and have even bent the threaded rods on the tool trying to get it off.

Im a chaseing the wrong rabbit here or is this the next step in find out whats wrong. I get no clicking no nothing when I turn the key

If you melted one wire you probably melted others. Get a test light and test teh ignition switch to see if it is getting power and putting it out when you turn the key to start. The switch will be at the bottom of your steering column. The part under the steering wheel is the lock assy.
