2013 Dodge Avenger Squeeling

I have a 2013 Dodge Avenger that has an intermittent squeal from the front right side of the car. The squeal resemble that of a worn brake pad, however, I have ruled that out as it sometime does it when the car is sitting still. It will do it if I turn the steering wheel all the way to one side or the other. But then again, it will sometime do it as I am driving straight. Took it to a mechanic and he said that its a normal sound when you turn the wheel all the way to one side. I explained to him that it will also do it if I am driving straight. I could tell the guy didn't want to mess with it because he basically just shrugged me off. It isn't normal because I have never had another car do this. Anyway, any help would be greatly appreciated.

check belt and tensioner recommended replacement for both is 60,000 if looks ok doesn't mean anything if oil or coolant has been on it then it's no good. take it off and see ifnoise goes away as it may be an alternator or similar.
