There is a horn relay in the fuse box on the left side of the dash, but it has a real low failure rate. Listen or feel it to determine if it is clicking when the air bag is pressed. If it does click, suspect failed horns or a broken wire going to them first. If the relay doesn't click, the first suspect is the clock spring. That's a wound-up ribbon cable in a plastic housing under the steering wheel. As that cable continues to break, other functions such as the cruise control will also stop working.
