You should have both do you have multimeter or test light to do some testing?

Yes I have a test light and I tested the actual horn under the hod and its good

So are you missing the power or the ground at the horn when pressing the horn button?

Is the airbag light on by any chance? It could be the clock spring behind the steering wheel
