The speed you are getting now is what you can expect from a 1.6 L engine and nothing more.

The engine is losing out torque at high speed thus dropping to 180 when shifted to 5th. You would need to increase the engine power to go above 200 kph.

As to 1.3 L getting 220kph, eithe the engine has been souped up and has more power than your 1.6 L, the other possible reasons are you have a faulty speedometer which is showing you he wrong speed or the tires are undersized and you are travelling at a lower speed that shown.

For a 1.3 L engine, 170 kph is the max speed you can expect and as to what you are saying, the maths don't add up.
