2006 Saturn Ion Glaze on windshield or wipers

When it is raining and I turn the wipers on I see a glaze on the windshield when the wiper blade come back up to the top I don't see the glaze on the windshield when the wipers blade go down only when they come back up what is the cause and how can I remove the glaze? I guess it look like it may be oil on the windshield or wiper blades I'm not sure but when I see it I can't get a good view through the windshield while driving in rain.

Spray some window cleaner on a rag, then use that to scrub the wiper blades. If that solves the streaking, but it comes back after you use the washers, suspect contamination in the washer reservoir. I've seen people put power steering fluid, brake fluid, and antifreeze in there. Also, at the dealership I used to work for, we often bought used cars from an auto auction that came from rental fleets at airports, that were filled with water and dish soap. Those would freeze solid in winter. We had to let them sit in the heated shop overnight so they would thaw out and we could drain them. That soap caused streaking too, especially when mixed with road salt.
