Problems with the shifter

When you look from the interior of the vehicle and see the shifter assembly, and try to shift into any gear it seems to bind up and not want to shift. When I looked at it a little closer without tearing it all apart, I noticed that there is a belt there that the shifter slides on up by the prnd plate. When you try to shift it looks like the belt is binding up and causing shifting issues, as well as raising that plastic plate up. Is there any way to replace that without needing to go to the dealership?

If you can point out what you are talking about then it would be easier or let us know by number. But this may need a shifter and that may only be available at the dealer.
